Data sovereignty is the principle that data is subject to the laws and governance structures of the community where it is collected — including the right to control its collection, ownership, and application.
Individual vs. Collective
Most privacy frameworks focus on the individual. Data sovereignty broadens this lens to include communities, organizations, and nations.
Technical Implications
Data Residency
Where data is physically stored matters. Your infrastructure choices affect compliance:
const storageConfig = { region: 'eu-west-1', replication: { enabled: true, allowedRegions: ['eu-west-1', 'eu-central-1'], blockedRegions: ['us-*', 'ap-*'], },};Data Portability
Communities must be able to extract their data in standard, machine-readable formats. Design exports to be:
- Self-describing (include schema definitions)
- Standards-based (CSV, JSON-LD, RDF)
- Complete (include relationships and metadata)
interface ExportManifest { version: string; exportedAt: Date; schema: Record<string, SchemaDefinition>; data: Record<string, unknown[]>; relationships: Relationship[];}
Governance Models
- Data trusts — Independent entities that manage data on behalf of a community
- Data cooperatives — Member-owned organizations governing pooled data
- Institutional review boards — Oversight bodies evaluating proposed uses against ethical standards
